Since 1988, Homes by Malta Development has been dedicated to creating exceptional homes for every stage of life throughout Saratoga County in beautiful Upstate New York. Known for high-quality craftsmanship, innovative design, and a deep commitment to community, our family-owned company creates homes that support today’s active lifestyles.

Unlike many builders, we don’t simply purchase lots. We select the land, thoughtfully develop it, and build exceptional homes from the ground up. This hands-on approach ensures every neighborhood meets our high standards for quality, value, and long-term livability.

Over the years, Homes by Malta Development has proudly developed and built some of the region’s most desirable communities, including Brownell Farms, Olde Saratoga Estates, Edgewood Estates, Furlong Hills, The Estates at Northern Pines, Kaydeross Estates, Creek View Court, Jessica Trace, Century Farms, Meadow View Estates, Orchard Pointe, and our premier 55+ luxury rental community, Townhomes at Woodlands Edge. We are also proud to share that Lakeview Landing, our award-winning community, is now completely sold out.

Creekside Park, our most secluded community, continues to grow with a new expansion introducing our largest homesites to date, ranging from one acre to more than 2.6 acres, along with the exclusive Brook Trout Circle enclave—offering privacy, space, and a true sense of retreat.

Legacy Woods, our newest neighborhood, is now open and features thoughtfully designed Ranch plans as well as homes with first- and second-floor primary suites, providing flexible living options for a wide range of lifestyles.

President

Wayne Samascott grew up on Homes by Malta Development job sites, learning the craft of homebuilding firsthand under the guidance of his father and company founder, Tom Samascott. That early experience laid the foundation for a leadership style that blends traditional values with innovation and forward thinking.

Shannon (Samascott) Sheft

Office Manager

Shannon (Samascott) Sheft is the Office Manager at Homes by Malta Development, working alongside her brother, Wayne, as part of the next generation guiding the company’s future. Known for wearing many hats, Shannon’s top priority is ensuring every buyer enjoys a smooth, stress-free building experience. She assists homeowners with selections, oversees change orders and special requests, manages the warranty process, and leads final walk-throughs and orientations. Her calm, personable approach helps her build strong, lasting relationships with buyers. Shannon lives in Galway with her husband, Mike, their son, and their twin daughters.

Jessica (Samascott) Blust

Property Manager

Jessica Blust (Samascott), the youngest of the Samascott family, oversees property management operations for Malta Land Company and Homes by Malta Development. Her portfolio includes Townhomes at Woodland’s Edge, a 55+ luxury rental community of single-level duplex-style homes, as well as Northway Exit 16 Self Storage, our Self Storage facility offering secure and convenient storage solutions. Jessica also manages our newest developments, including the forthcoming Ushers Knob Commercial Park and the large-scale mixed-use Mill Town Centre project, and previously oversaw Winners Circle at Saratoga before its sale in 2022. She currently resides in one of Homes by Malta Development’s premier communities, with her husband, four children, and family dog.

Angela Lombardo

Marketing & HR

Angela Lombardo plays a pivotal role across the Samascott family of businesses, leading comprehensive marketing efforts that span all affiliated brands. Her primary role is with Homes by Malta Development, where she drives marketing initiatives that highlight the company’s communities, craftsmanship, and core values while also overseeing Human Resources to support a strong, people-first organizational culture.

In addition to her leadership role at Homes by Malta Development, Angela manages marketing strategy and execution for Malta Land Company, Northway Exit 16 Self Storage, Townhomes at Woodlands Edge, and the newest project, Mill Town Centre, ensuring consistent brand alignment, visibility, and growth across all ventures. Through her strategic mindset, creative direction, and people-focused approach, she strengthens brand presence, enhances internal and external communications, and contributes meaningfully to the continued success and reputation of each business within the Samascott family.

Eric Kozlowski

Construction Manager

Eric Kozlowski is the Construction Manager at Homes by Malta Development, bringing more than 20 years of dedicated experience with the company. He oversees all aspects of new home construction, project management, and the Remodeling and Home Additions division, and also supports operations for Malta Land Company. Known for his hands-on leadership and commitment to quality craftsmanship, Eric ensures every project meets the highest standards from foundation to finish. His deep field knowledge, coordination skills, and solutions-focused approach make him an essential part of the team. Eric lives locally with his wife, Rachel, their two young children, and his older son, who proudly serves in the National Guard.

Russ DeRidder

Project Manager

Russ DeRidder brings nearly 40 years of hands-on construction experience to his role as Project Manager for Homes by Malta Development’s Mill Town Centre Project. He began working in the construction industry at just eight years old alongside his father and has since built a career spanning more than 30 years as a self-employed professional, gaining experience in nearly every trade. Known for his problem-solving abilities, strong leadership, and steady project oversight, Russ excels at keeping complex developments moving forward efficiently.His professional background includes serving as a Project Manager with Bonacio Construction and as a foreman with Bast Hatfield, where he led job-site crews of up to 20 people on projects throughout the Capital Region, with much of his work based in Galway. His deep field knowledge and hands-on leadership style make him a trusted presence on demanding construction sites.

Beyond construction, Russ has dedicated 28 years to the fire service, including 10 years as Fire Chief. He currently serves as President of the Saratoga County Fire Matic Officers Association and as a Saratoga County Deputy Fire Coordinator. A devoted family man, Russ raised two daughters largely as a single father and is now married to his wife of three years. He is also the proud stepfather of a son serving in the United States Marine Corps. Outside of work, Russ enjoys skiing, snowmobiling, and music, and he takes great pride in building strong relationships on job sites and within the community to deliver outstanding results for Homes by Malta Development.

Rob Siragusa

Project Manager/Remodel Sales

Rob Siragusa joined Homes by Malta Development in June 2023, bringing valuable expertise to the remodel division. As Sales and Project Manager, he oversees every stage of the remodeling process—from consultations and estimates to finish selections, procurement, and financial management.

With a strong background in sales and property management, Rob combines attention to detail with strategic oversight to ensure exceptional results. Outside of work, he enjoys spending time with his wife, Rachel, and their three children, coaching his daughters’ sports teams, vacationing in the Catskills, and golfing with friends.

Rachel Siragusa

Accounts Payable

Rachel Siragusa manages Accounts Payable for Homes by Malta Development, Malta Land Company, Townhomes at Woodland’s Edge, and Northway Exit 16 Self Storage. Known for her organization, reliability, and attention to detail, she plays a key role in ensuring smooth financial operations across multiple divisions. Rachel brings a steady, team-focused approach to her work, supporting both daily workflows and long-term processes with accuracy and care. Outside the office, she enjoys spending time with her husband, Rob, and their three children, staying active with family activities, and supporting her twin daughters’ sports teams.
